Guidelines for rule 4

Rule

Rule 4: Consuming any alcoholic beverages (except as allowed at a library approved event) or using any tobacco, vaping, or cannabis product while on library premises.

Guidelines

Patrons who violate this rule are given up to one warning at the discretion of staff and then excluded for the day. If possible, warnings should include the caution that if the behavior is repeated, the patron will be asked to leave.

Further violations will lead to a one-week, one-month, three-month, six-month, nine-month and one-year exclusion.

This rule addresses only alcohol, tobacco, marijuana, and marijuana derivatives. It does not address other controlled substances, the use of which are treated as violations of law under rule 1.

This rule prohibits the consumption of alcohol, tobacco, or marijuana on library premises, not the possession.

If a patron has a closed container or a prohibited product is not and was not in the patron’s hand, and a patron denies consumption, the PIC may take their word for it, unless it is apparent that the patron consumed the substance on library premises (for example if security video footage or other circumstances indicate consumption).
