Policy
Branch Libraries should have access to emergency opening cash if there is no cash register money available to open for business.
Rationale
Theft or other unexpected event may prevent staff from having access to their normal daily starting monies for the cash register till.
Procedure
Upon discovery of insufficient funds:
If this is a possible theft, contact the police non-emergency number to file a report and then follow the steps listed below.
- Call the PIC at Central: 503.969.3839
- Identify your branch and the person who will be coming to pick up the money. (It is expected that someone from the branch will go to Central to pick up the money unless that means that there won't be at least three staff working in the branch at opening. The three staff remaining at the branch must include an eligible PIC, a cash handling trained staffed and one other person. If you cannot do this, let the PIC at Central know to make arrangements for someone from Central to deliver the money.)
- Go to Central (prior to opening, use the back door, 11th Ave. entrance) and contact the Central PIC by calling 1731 from any of the staff desk phones; show the PIC photo identification.
- Receive $100 from the Central PIC (from the grey box in the Circulation Services safe).
- Return the emergency cash as soon as possible (definitely by the following Thursday). Your branch is expected to take $100 out of monies received and/or petty cash and deliver it back to Central. Before heading to Central to return the cash, call the Central PIC to alert them. Arrive at Central and have the person at the Welcome Desk call the PIC or if it's before opening they can call the PIC by dialing 1731 from any desk phone.
- Get a receipt from Central showing that the money was returned (a receipt book is kept with the cash box in the Circulation Services safe).
The branch PIC must fill out an incident report, including case/file number of police report if needed, and send it to lib-security-incident-reports@multco.us and Johnny Fang.
If you don't have available cash when the doors open you can still operate. Until the replacement money arrives you can:
- Take credit/debit card payments
- Take checks
- Take exact payment
If a patron is prepared to pay to get their balance under $20 but cannot pay with one of the methods above, you may make an exception to circulation policy and allow checkout.
