Using library pool vehicles

Note: Library pool vehicles may be used by any Library staff member who follows the guidelines for Driving on Multnomah County Business and has completed the  RSK-14 webform. After completing the RSK-14, you will be sent an invitation to complete the Defensive Driver Course.  Allow at least 2 days to complete the requirements before borrowing a vehicle (or driving your own on library business).

Guidelines

When making vehicle reservations, please adhere to these guidelines:

  1. Vehicle reservations are made on the Google calendar called: Library Cars (for reservations).  If you can't access the Google Calendar - email Lib-Facilities to make a reservation.  If you have not already done so, read the Safe use of OPS secure parking procedure at least a day or more before your reservation.  
  2. Read all the reservations in Day View before creating a new one.  Since the color for all reservations is the same, you must really look at the Day View and make certain that the car you are reserving is not already reserved for the day or time period you need it.  The vehicles can be booked by any staff member more than 24 hours in advance.  Library pool vehicles should not be taken home overnight unless there is a valid operational reason to do so.  Katie Shifley is the approver for overnight use since she is the EMT member who oversees the Facilities and Logistics section.  If you know you will be returning a vehicle after 5:00 pm or if need an overnight reservation, please email lib-facilities@multco.us before you make a reservation.  If no library vehicles are available, you may also reserve a county motor pool vehicle from the Multnomah Building. County motor pool vehicle use is charged to your cost center and must be approved in advance.
  3. Type the name of the car first in your reservation.  Where it says: "Add Title", type in the name of the car in CAPS.  Put the name of the car before your name and phone number or extension.  This makes it easier for others to see which car is booked.  (e.g. ESCAPE 73, Lisa Canavan, 503-969-5356)
    • Names of the cars are:
      • PRIUS
      • PRIUS WAGON  
      • ESCAPE 72
      • ESCAPE 73
      • SMALL TRANSIT
    • Both of the Escapes are white.  The 72 and the 73 refer to the last two digits of the license plate and the numbers are marked on the key tag.  Look closely at your and other's Escape reservations to avoid mixing up reservations and which key you take.  Sometimes we get loaner vehicles when ours are in the shop.  If you're not sure which car in the parking lot you have the key for, the license plate number is marked on the square brass plate (or round silver disc) attached to the keyring.
  4. Vehicle parking location:
    • Our library fleet vehicles are parked inside the gated secure parking area in front of the Library Operations Center (OPS).  Promptly return the keys to the holder in Lisa and Rod's office after you've finished, since someone else may have signed up for a car while you were out.  Contact Lisa Canavan or Grant Swanson if you will be late in returning the vehicle.  If you know you will be returning a vehicle after 5:00 pm, please email lib-facilities@multco.us before you make a reservation.   
    • Keys are kept on the cube-mounted keyholders in Lisa and Rod/Genevieve's office.  The car and van keys are kept on the holder attached to the cube directly to the right as you enter. There should be a small black gate fob attached to each vehicle's primary key ring.
  5. Weekend Reservations:  Most library staff do not have badge access to OPS on Saturday and Sunday.  If you are planning to reserve a vehicle for weekend use, email Lib-Facilities well in advance so we can work with you to create a plan.
  6. 6In most cases, the person/group who reserves the vehicle is responsible for loading and unloading their materials.  Please add that factor into your planning.
  7. To help ensure vehicles are ready for the next user, let us know when the fuel gauge shows between 1/4 and 1/2 a tank.  If any of our cars need gas or repairs, email Lib-Facilities or contact Lisa CanavanRod Madison, Dan Jugariu or Grant Swanson  in person.  Our desks are in the AMH/loading dock areas of OPS.
  8. Safety equipment in each vehicle: Emergency triangle, ice scraper, flashlight, first aid kit, emergency disaster kit, visibility vest. Winter chains for each vehicle are stored at Lib Ops. See Dan Jugariu or Lisa Canavan for chains.
  9. If the vehicle becomes disabled for any reason (accident, flat tire, dead battery, out of gas, etc.), please contact CityFleet (City of Portland) at 503-823-1806 and select option 1. In the glove compartment, you will find envelopes containing County Vehicle Resources and Accident Reporting Kit.
