Police/Fire Bureau
The Portland Police and Fire Bureaus, and the Macadam Operations Center PIC are the primary contacts for all Macadam Operations Center emergencies.

Building Alarm System and General Evacuation Information
- Reasons for evacuation are varied; they include fire, chemical or toxic contamination of air vents, bomb threat, civil disturbance, power failure, natural or national disaster.
- The Macadam Library Building alarm system consists of a siren and strobe lights. These two systems are activated at the same time in the event of fire.
- If the strobe lights and siren are activated you must proceed to evacuate the building.
- Elevators can be used to evacuate the building under some circumstances -- but never during a fire or earthquake.
- If a fire emergency has been declared anywhere in the building, the elevator will automatically return to the first floor and all fire doors will automatically close.
Building Evacuation Procedures
Evacuation Responsibility:
The person in charge (PIC) is responsible for seeing that the entire building is evacuated. Staff are responsible for checking their areas on the way out and telling their supervisor/lead worker and/or PIC on which areas they checked.
Evacuation Exits:
- Primary exit from the south half of the building is south dock door
- Secondary exit is through the north half.
- Exit the north half of the building through the north people door or the west people door.
- Exit the break room via either the north or south half of the building.
Meeting Place:
Under the overhang of the hotel on the corner of S Moody and S Hamilton.
Evacuation Procedures for People with Mobility Disabilities
- No staff should ever attempt to evacuate any person who is physically unable to use the stairs unassisted on their own, if aiding that person would impede the flow of others out of the building.
- Locate persons in wheelchairs, or any person who is physically unable to use the stairs unassisted, directly by the top of stairways in a manner that will least prevent or hinder the orderly and rapid evacuation of others.
- Employees are not required to remain with persons left at top of stairways. If they choose to remain, they must tell another staff person to notify the Macadam Building PIC.
- The Macadam Building PIC will relay this information to the senior manager or report the location of the person(s) to Fire Department personnel and they will evacuate these individuals.
- Managers and Supervisors should identify and make advance arrangements with individuals whose limited mobility would prevent their evacuation by way of the stairwells.
If You Are Unable to Leave the Floor or Use the Stairway
During a fire emergency:
- Go to a room (preferable an outside office/room) with a telephone and close the door.
- Use towels or clothing to block openings around doors or vents where smoke might enter.
- Place a wet cloth over your mouth or nose.
- Place some sort of signal in the window -- anything that can be seen from the outside that will call attention to your location, for instance, make a sign.
- If there is a phone in the room, call 9/9-1-1 to report your location, how you are confined and the number of people in the area.
- If smoke or fire enters your location, stay low to the floor to breathe the best air.
- Do not break or open the windows. Often smoke from the outside of the building can enter through open windows; breaking a window will put you at great risk of smoke entering from the outside and will hamper rescue efforts below.
During other emergency situations:
- If there is a phone available, call 9/9-1-1 to report your location, how you are confined and the number of people in the area.
- Use whatever means is available to notify emergency personnel of your location. Tell them your location, how you are confined and the number of people in the area.
Bomb Threat
If you receive a bomb threat, if possible, signal a co-worker to call 9/9-1-1 while you keep the caller on the phone. Get as much information from the caller as possible: Where is the bomb now? When will it explode? What kind of bomb is it? What does it look like? Why are you doing this?
As you are talking, try to determine: Is the caller male or female? Approximate age? Any accents or identifiable speech patterns? Any identifiable background noises (such a motors or music) that might help identify the caller's location?
After you hang up:
- Call 9/9-1-1 and request assistance for a bomb threat emergency

City of Portland Police will respond to and conduct bomb searches. Building occupants will not be asked to actively search for a bomb, however, occupants are the best judges of what does or does not belong in a particular work area -- their close attention is extremely important. Report any articles, such as brief cases or packages, that appear suspicious to your supervisor or the Receptionist -- do not touch or move these items.
City of Portland Police will determine whether a building-wide or partial evacuation is warranted. If an evacuation is necessary, an announcement will include instructions about which exit routes can be safely used.
City of Portland Police will also direct evacuees to a gathering place where the standard staff accounting process can occur as described in the section on Building Evacuation Procedure.
Chemical or Toxic Contamination
- First call 9/9-1-1
- Then call Macadam Building PIC at 971-201-5374
- Then inform a supervisor or manager
- If it can be done without risk of injury or risk to life, attempt to contain the contamination.
- All personnel should leave the contaminated area and, if possible, close the area off.
- If a person's body has been contaminated - follow the procedure for INJURY, ILLNESS OR ACCIDENT.
- If a building-wide or partial building evacuation is warranted call the Administration Receptionist.
Earthquake
During an Earthquake
When you feel an earthquake, duck under a desk or sturdy table. Stay away from windows, bookcases, file cabinets, heavy mirrors, hanging plants, and other heavy objects that could fall. Watch out for falling plaster and ceiling tiles. Stay undercover until the shaking stops, and hold onto your cover. If it moves, move with it. Below are some additional tips for specific locations:
- If you are in a HIGH-RISE BUILDING, and not near a desk or table, move against an interior wall and protect your head with your arms. Do not use the elevators. Do not be surprised if the alarm or sprinkler systems come on. Stay indoors. Glass windows can dislodge during the quake and sail for hundreds of feet.
- If you're OUTDOORS, move to a clear area away from trees, signs, buildings, electrical wires, and poles.
- If you're on a SIDEWALK NEAR BUILDINGS, duck into a doorway to protect yourself from falling bricks, glass, plaster, and other debris.
- If you're DRIVING, pull over to the side of the road and stop. Avoid overpasses, power lines, and other hazards. Stay inside the vehicle until the shaking is over.
- If you're in a CROWDED STORE OR OTHER PUBLIC PLACE, do not rush for exits. Move away from display shelves containing objects that could fall.
- If you're in a WHEELCHAIR, stay in it. Move to cover, if possible, lock your wheels, and protect your head with your arms.
After the Earthquake Checklist
- Be prepared for aftershocks, and plan where you will take cover when they occur.
- Check for injuries. Give first aid, as necessary.
- Remain calm and reassure others.
- Avoid broken glass.
- Check for fire. Take appropriate actions and precautions.
- Facilities Management staff will check gas, water, and electric lines, however if you notice damage, report immediately to County Facilities Management (503-988-3779).
- Replace all telephone receivers, and use for emergency calls only.
- Tune to the emergency broadcast station on radio or television. Listen for emergency bulletins.
- Stay out of damaged buildings.
Fire Emergency

- If an evacuation is necessary, follow Building Evacuation Procedure instructions.
- During a fire alert, elevators will automatically return to the ground floor for use by Fire Department Personnel.
- DO NOT USE ELEVATORS DURING A FIRE ALERT UNLESS SPECIFICALLY INSTRUCTED TO DO SO
- In a fire emergency, building fan systems will cause smoke from the fire door to be exhausted outside so it will not spread through the ventilation system. Building systems also prevent smoke from entering the stairwell - they are the safest means of evacuation during a fire. Building stairwells are lighted at all times - a back up power system will provide light during a power outage.
Fire Extinguishers
Use of fire extinguishers is voluntary - the County does not expect its employees to be firefighters.
If you decide to use an extinguisher:
- Use only if fires are small and can be quickly put out (such as a fire in a wastepaper basket).
- Even if you believe you can extinguish the fire, follow the emergency procedures above.
Inclement Weather and Natural Disaster
Department Directors and elected officials have the responsibility of determining when to close County operations, allow employees to come in late, or leave work early, due to inclement weather or in the event of a natural disaster.
Department Directors also have the responsibility to instruct managers and supervisors in their Departments of their decisions. Department managers and supervisors are responsible for relaying Department Director decisions throughout their organizations.
County employees should contact their immediate supervisor or manager for information about their specific work site.

Injury, Illness or Accident
To report an injury, illness or accident requiring immediate first aid attention:
- First call Fire Department Rescue at 9/9-1-1
- Call Macadam Building PIC 971-201-5374
- Notify supervisor or manager
- Explain the nature of the emergency and give your exact location.
- If the injured person requests you contact his/her doctor or hospital, please do so.
- After reporting, contact a Supervisor or Manager to locate the closest available person with first aid knowledge.
- Take steps to protect yourself from contamination from blood or other bodily fluid spills.
- Remain with the injured person until assistance arrives.
- Keep movement to a minimum-limited to that necessary to remove the individual from danger.
- After the emergency, notify Risk Management of the occurrence (ext. 85756)
Intruder Alert / Armed Intruder / Civil Disobedience

National Emergency
- Follow instructions communicated to you by your supervisor or manager. County and City officials will coordinate with federal emergency authorities and will provide information, as it is available.
