Staff identification badge policy

Policy

All regular status, on-call, and temporary library employees must wear County-issued photo identification badges while on duty for the library. All volunteers must wear a volunteer badge while on duty for the library. Cards will be issued and used in accordance with Multnomah County Administrative Procedure FAC-11. All regular status, on-call, and temporary library employees who work in a public location must wear, in addition to identification badges, at least one identifiable article preselected by the library in library locations and offsite locations where library employees are performing duties.

Rationale

Identification badges and identifiable articles allow the public to identify staff members, supervisors and managers and to differentiate between paid staff and volunteers.  Badges assist in library security by identifying people authorized to be in restricted areas of library buildings, as well as providing access to buildings.

Application

  1. Per this policy and Multnomah County Administrative Procedure FAC-11, employees must display their photo identification badge while on duty and/or in restricted areas of library buildings.  This means that all employees must wear a County-issued photo identification badge while on duty, in a "staff only" area, or in a library office area.  Misuse of building access privileges may result in discipline.
  2. Employees must wear an identification badge and identifiable article when representing the library at public events or performing duties at an offsite location.
  3. All volunteers on active assignment in public, staff or office areas must wear a volunteer identification badge.
  4. It is required that employees wear their badges in a manner that the picture and employee name is easily visible at all times to patrons and other employees.  Employees must wear their badge displayed above their waist. The library will provide lanyards to employees upon request.
  5. Employees are not allowed to alter or deface (eg. drill a hole) County-issued badges since it could damage the internal micro-chip.  Employees are also not allowed to place pictures or other obstructions across their name or picture.
  6. Staff members that are concerned about having both their first and last names on the badge may request to only have their first name listed on the badge.  Supervisors and managers must have their first and last names listed on their badge.
  7. Extra generic badges are available at all locations to be used if badges are forgotten or lost. Here is a sign out sheet you can use for these badges.
  8. If employees believe they need a new badge issued because their picture no longer looks like them, they should contact their supervisor for approval to receive a replacement badge.
  9. Supervisors are responsible for ensuring that all employees and volunteers are wearing the appropriate badge and that there are extra badges available for employees and volunteers to use if their badges are lost or stolen.
  10. If employees lose or damage their badge they should immediately notify their supervisor and fill out the ID Badge Replacement Request form. The lost or damaged badge will be deactivated for access and a new badge issued. If volunteers lose or damage their badge, they should immediately notify Volunteer Services and request a new badge be issued.
  11. Employees may choose one or more approved identifiable articles that have been pre-selected by the Marketing and Communications team. There are a total of five options:
    1. Lanyard badge holder
    2. Retractable reel badge holder
    3. Half-size apron
    4. Fanny pack
    5. MCL branded shirt
  12. Employees who refuse to wear or regularly forget their badge and identifiable article may be subject to discipline.  Volunteers who refuse to wear their badge may be separated from volunteer service with the library.
  13. Employees are not allowed to share or misuse their identification card/access card.
  14. Employees will be subject to loss of privileges and subject to disciplinary action for misuse.
