When enforcing Library Rules, "library premises" are:
(UNDER CONSTRUCTION) Albina Library including the Library Administration space: On the north half of the complex, the premises are inside the areas bordered by the sidewalk along NE Knott Street and the east and west fences next to the "Carnegie" building, with property lines continuing from the fences north to NE Knott St. . In the northeast quadrant of the exterior, the south area of library premises ends at the wall of Blackwater Records (223 NE Russell St). In the northwest quadrant, library premises extend towards the first floor of the 'new' building, then a 90 degree turn towards NE Rodney Ave; inside the fence line bordering both the house at 130 NE Knott and the St Philip the Deacon church.
In the parking lot, the northern property line goes to the fence and inside the areas bordered by outer sidewalk along NE Russell Street and NE Rodney Ave. The southern-eastern border is up to the wall of the business to the east (not including the wall of the adjacent buildings). Library rules are not in force on the public sidewalks.
The house and yard of 236 NE Knott St is owned by the Library Bond and is not part of Library premises for rules enforcement or something for Library staff to monitor.
(Under construction) Belmont: From the planting beds inward, including the parking lot, front steps, and ramp. On the east side, from the fence inward. Library rules are not in force on the public sidewalks.
Capitol Hill: From the fences inward, including the parking lot. Inside the areas bordered by sidewalk along Dickinson Street and Capitol Highway. Library rules are not in force on the public sidewalks.
Central: Inside the areas bordered by sidewalk along 10th Avenue, Yamhill Street, 11th Avenue, and Taylor Street including the front steps, rails and benches. Library rules are not in force on the public sidewalks.
Fairview-Columbia: Inside library only as this is a leased space. May enforce library rules about not blocking staff door, front door, or bookdrop. Library rules are not in force in loading zone or parking lot.
Gregory Heights: From the north fence inward, including the driveway and parking lot. Inside the areas bordered by sidewalk along 79th Avenue, Sandy Boulevard, and 80th Avenue. Library rules are not in force on the public sidewalks. Note: The bioswales are owned by the City of Portland.
Gresham: Along the north and east sides (public entrances), from the row of sidewalk 'block-shaped' sections of concrete nearest the building inward (the library shares the sidewalks with the City of Gresham). From this same row of sidewalk sections inward on the western side not bordered by the park. Premises include the Gresham-Ebetsu Sister City Park, from the curbs inward. Inside the area bordered by sidewalk along 3rd Street. Library rules are not in force on the public sidewalks.
Hillsdale: From the bioswales inward. Near the front door along Dewitt Street, the blocks/brickwork (that is visibly not sidewalk) is library property. On the northeast (driveway) side, inside the fence and backside of garbage enclosure, including driveway. Library rules are not in force on the public sidewalks. Note: To the southeast, the alleyway between the library and Salvador Molly's is split lengthwise between the two properties.
Hawthorne Holds Pickup: Inside library only, with exceptions, as this is a leased space. May enforce library rules about not blocking front door, bookdrop or staff entrance. The library has use of the 10 marked parking spaces, but may only request towing for vehicles incorrectly parked. May not enforce Library Rules in the parking lot or other complex common areas. Management company has given permission to enforce petitioner rules
Holgate: From the fences inward, including the yard and parking lot. Inside the areas bordered by sidewalk along SE 79th Avenue and SE Holgate Boulevard. Library rules are not in force on the public sidewalks.
Hollywood: Inside library only, with exceptions, as the library is part of the building association. May enforce library rules about not blocking staff door, front door, bookdrop, or emergency exit. Management company has given permission to enforce petitioner rules. Management company has also given permission to enforce library rules in library-designated parking spots and on bricks under covered area by front entrance. Library patrons are allowed to park in library-designated parking spots from 30 minutes before opening to 30 minutes after closing.
Kenton: Inside library only, with exceptions, as this is a leased space. May enforce library rules about not blocking front door, or bookdrop along Denver. Property owner has given permission to enforce petitioner rules. Property owner has also given permission to enforce library rules in the parking lot up to the city sidewalk and up to the neighbor's fence. We also may enforce library rules in the alleys to the east and south (outside the staff room) of the building.
Midland: From parking lot fence (to the south) inward. On the west side: From the outer edge of the line of planting beds bordering the Midland Park inward, including the parking lot and it's southwest corner, the strip outside of the garbage enclosure, the paths to the courtyard and the beds on the south and west side of the courtyard fence line down to SE Morrison Ave, including the ground to and around the HVAC enclosure. Inside the areas bordered by sidewalk along SE Morrison Street and outer sidewalk on SE 122nd Avenue. Library rules are not in force on the public sidewalks or inside the small concrete enclosure around the electric transformer box near the basement entrance.
North Portland: From fences inward. Inside the areas bordered by sidewalk along Killingsworth Street and Commercial Avenue. Library rules are not in force on the public sidewalks. May enforce library rules about not blocking stairs, ramp entrance or sidewalk inset to staff gate on Killingsworth side.
Northwest: Inside library only, with exceptions, as this is a leased space. May enforce library rules about not blocking staff door, front door, bookdrop, or emergency exit. Property owner has given permission to enforce petitioner rules. Property owner has also given permission to enforce library rules in the library parking lot during library hours. We may enforce library rules in planting areas and around bike rack as well as in the inset nook along Thurman Street.
Operations Center: The Operations Center is part of a shared building complex. Exterior spaces that are not considered library premises are managed by a property management company retained under the complex's operating agreement (OEA). Library premises include the interior of the Operations Center, with the exception of the retail space leased to Friends of the Library. Exterior library premises include the overhang near the main entrance, the exterior landing and stairs of the east emergency exit, the garbage and recycling enclosure on the south side of the building, and the area immediately adjacent to the rear loading docks. The parking lot and exterior sidewalks are not considered part of library premises for Library Rules, with the exception of the fenced in fleet parking. Maps: building and parking lot (red is MCL property). All common areas of the complex are covered by the county Personnel Rules per guidance of the county attorney's office.
(Under construction) Pettygrove: On the north/ Pettygrove St side - On the west, a line at the separation between the two buildings directly to the sidewalk, then from the sidewalk inward, including the parking spaces and shrubs and on the east a line bordering the building separation to the sidewalk. On the south/Overton St. side - The sidewalks under the building's overhang. Library rules are not in force on the public sidewalks. There is no designated petitioner space since this is not a public location.
Rockwood: From fences inward, including parking lot. Inside the area bordered by sidewalk along Stark Street. On west side, property boundary is along line where fence would be if it continued to the sidewalk at Stark Street. Library rules are not in force on the public sidewalks.
St Johns (Under construction) : From fences inward and along line where southeast fence would be if it continued to the parking lot. Inside sidewalk along Charleston Avenue. Library rules are not in force on the public sidewalks. The library owns half of the parking lot (from line drawn down center of the lot to the library. Library rules may be enforced on the library half of the parking lot.
St Johns Holds Pickup: Inside library only as this is a leased space. May enforce library rules about not blocking the front door. The hallways, breakroom and other common areas inside the Union are under the landlord's control.
Sellwood-Moreland: Inside library only as this is a leased space. May enforce library rules about not blocking staff door, front door, or bookdrop. Property owner has given permission to enforce petitioner rules.
Troutdale: Inside library only as this is a leased space. May enforce Library Rules about not blocking staff door, front door, emergency exit, or bookdrop. Property owner has given permission to enforce petitioner rules--no solicitation or petitioning anywhere on Cherry Park Market Center property. Pets are allowed to be tied up outside if the patron is only inside the library briefly and understands that neither Cherry Park nor the library is responsible for what happens to the pet.
Woodstock: From fences and wall inward, including parking lot. Inside the areas bordered by sidewalk along Woodstock Boulevard and 49th Avenue. May not enforce Library Rules on public sidewalks. Note: The library owns the bike racks but not the sidewalk underneath them.
