Objectives
- Align incident responses with county and library policy (including the library’s mission, pillars, and priorities).
- Identify policies, practices, and actions that contribute to inequitable outcomes, and alert applicable members of EMT to associated concerns and recommendations (e.g. modify a rule or an exclusion progression).
- Identify patterns and identify the most frequent rule violations or rule application inconsistencies and develop appropriate refresher training for PICs.
- This is not to examine every PIC decision for its perfect adherence to the letter of the law, rather the review is to ensure that the exclusions were reasonable.
Review Criteria
- Patron violated rules, as required by the County Attorney:
- Rule 1-Engaging in any activity that violates federal, state, local or other applicable law.
- Rule 2-Engaging in sexual conduct, as defined under ORS 167.060, including but not limited to, the physical manipulation or touching of a person’s sex organs through a person’s clothing in an act of apparent sexual stimulation or gratification.
- Rule 3-Engaging in conduct that disrupts or interferes with the normal operation of the library, or disturbs library staff or patrons, including, but not limited to:
- conduct that creates a hostile environment, which may include the use of abusive or threatening language or gestures
- conduct likely to cause personal injury to the actor or others
- conduct that violates library policies
- Patron expressed hostility toward staff on the basis of protected class (race, color, national origin, religion, sex, age, or disability).
- Equity concerns during or after an incident.
Exclusion Adjustment Criteria
- Exclusion length did not align with library response guidelines
- Other response steps did not align with county and/or library policy
Process
Step 1: The Library Security Analyst (John Cabrera) compiles all incidents that occur each month.
- The analyst identifies which incidents meet review criteria by highlighting in the spreadsheet.
- For the identified incidents, the analyst reviews the report and video making notes in the narrative section.
- If there appear to be inconsistencies in a report, the security analyst will follow up with the PIC/LSL/ Location Leader prior to team review in order to provide more information. Notes will include if this step is in progress or complete.
Step 2: The Incident Review Team will review incidents on a weekly basis for no more than three (3) hours. During each meeting, attendees will discuss applicable incidents, determine follow-up steps/assignments.
- Facilitator will summarize each conversation.
Step 3: The facilitator will share action items with the necessary parties
- Coaching for managers will be conducted by the Safety and Security Manager.
- Coaching for LSL and PIC staff will be conducted by the Security Analyst.
Step 4: If there are incidents that the team cannot make a conclusion on, the facilitator will forward these incidents to the Safety and Security manager, who will consult with the County Attorney as needed.
- The Safety and Security Manager will alert applicable members of EMT to associated concerns and recommendations (e.g. modify a rule or an exclusion progression).
Step 5: The analyst will compile a monthly report, identifying patterns and the most frequent rule violations or rule application inconsistencies. This report will be submitted to the Safety and Security Trainer (Ian Love-Jones), Safety and Security Manager, and Director of Location Services (Kirby McCurtis). The Safety and Security Trainer will use this report to craft appropriate refresher training topics for PICs.
Criteria will be reviewed every six months by the Director of Location Services (last reviewed July 2023)
Note: There are situations in which an immediate response is not only appropriate but necessary.
